This role supports the DoD ICAM mission by ensuring IGA capabilities are delivered on schedule, aligned to mission needs, and integrated effectively across enterprise identity services.

As the ICAM Project Manager for IGA, you will oversee multi-team delivery efforts, coordinate implementation activities, manage schedules and risks, facilitate stakeholder communication, and ensure project outcomes support enterprise governance, compliance, and modernization objectives.
You will work closely with engineering, cybersecurity, architecture, operations, and mission stakeholders to ensure IGA enhancements are implemented efficiently, securely, and with clear alignment to Zero Trust principles.
Key Responsibilities:
• Lead end‑to‑end project planning, execution, and delivery for IGA initiatives including access lifecycle management, entitlement workflows, certification campaigns, and role governance.
• Coordinate cross-functional teams supporting IGA development, integration, testing, deployment, and operational readiness activities.
• Develop and manage project schedules, work breakdown structures, milestones, risks, dependencies, and communication plans.
• Facilitate requirement gathering sessions and ensure clear translation of mission needs into actionable tasks for engineering and cybersecurity teams.
• Ensure IGA solutions meet compliance, security, and operational requirements; coordinate with appropriate SMEs to validate technical alignment.
• Manage project intake, prioritization, and alignment with enterprise ICAM goals and capability roadmaps.
• Provide consistent, clear, and timely updates to leadership, stakeholders, and mission partners on project health, risks, and progress.
• Oversee documentation updates, process changes, training materials, and cutover activities associated with new IGA capabilities.
• Support onboarding of applications and mission partners into the enterprise IGA ecosystem, ensuring smooth adoption and integration.
• Identify operational or governance gaps and collaborate with engineering teams to recommend enhancements and continuous improvement opportunities.
Basic Qualifications:
- Active Secret Clearance at minimum. Interim Secret Clearances are not allowed.
- Bachelor’s Degree in a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.
- DoD 8140 certification (Security+ CE or higher)
Required Skills/Knowledge:
- Minimum 5 years of experience leading technical, cybersecurity, or identity-related projects in complex enterprise environments
- Strong understanding of IGA capabilities including provisioning, deprovisioning, role & entitlement modeling, certification workflows, and privileged access considerations
- Experience coordinating engineering, cybersecurity, operations, and stakeholder teams
- Ability to manage project roadmaps, schedules, requirements, risks, and dependencies
- Working knowledge of identity protocols and authentication methods such as SAML, OAuth, OIDC, and directory services
- Strong communication, organization, and analytical skills with a focus on execution and delivery
Desired Skills/Knowledge:
- Experience with enterprise IGA platforms such as SailPoint, Saviynt, Microsoft Entra ID Governance, or similar technologies.
- Familiarity with DoD ICAM, identity governance, or federation initiatives.
- Understanding of NIST 800‑63 identity assurance principles.
- Experience supporting Zero Trust Architecture with emphasis on identity governance and access controls.
- Experience conducting access reviews, RBAC design, or governance policy development.
- Exposure to large-scale enterprise directory environments, PKI, CAC-based authentication, or DoD credentialing.
